The largest social program in Mexico, Oportunidades, has been distributing benefits to help those in need pay for food and other necessities. Tasked with administrating these cash disbursements, the government-owned Bank of National Savings and Financial Services (Bansefi) was looking for a more efficient way to distribute the aid and help its country’s citizens. By working with Visa, Bansefi began issuing benefits on Visa debit and prepaid cards in 2008. These cards delivered convenience, protection from loss and theft, and were often the recipients first introduction to the benefits of financial services. Because of the Bansefi-Visa program, millions of Mexicans have been brought into the formal financial system, with new opportunities to save, budget, and improve their lives.
